The length of the work is for you to decide. It should resemble a script for a real capes exam, which you would have spent several hours on.
For the structure: there are many good structures possible.
*BUT* remember the instructions « Compare and contrast these documents », and make sure the question « What is each of these documents trying to do » takes an important place. It is not absolutely necessary to have the words « these documents « in the title of each section, but if they were, that would show you were following the instructions. Try to answer questions like
How do these documents illustrate……?
What are the main differences in the contexts which produced each of these documents ?
How do the objectives of each of these documents differ?
